Reprogramming the PRR: meeting the objectives, ensuring execution

Portugal submitted to the European Commission, on 31 March 2026, a proposal to reprogram the Recovery and Resilience Plan (PRR), with the aim of ensuring full implementation within the deadline of August 2026.

This reprogramming takes place in a context marked by significant changes, including the impact of international conflict and extreme weather events that have affected the country, constraining the implementation of several projects.

Considering this situation, it became necessary to review timelines and the feasibility of investments, while maintaining focus on the PRR’s strategic objectives: strengthening resilience, promoting the green transition, and accelerating the country’s digital transformation.

The adjustment is based on a rigorous, project-by-project assessment, ensuring more efficient implementation without altering the plan’s overall financial envelope.

The European Commission has introduced greater flexibility into the mechanism, allowing for the resizing of investments that cannot be completed by 2026, while ensuring that deliverable components continue to generate impact within the established timeframe.

With this reprogramming, Portugal reinforces its commitment to meeting targets and deadlines, ensuring that each PRR investment delivers tangible results for the economy and for citizens.
